1. Purpose. This instruction describes the World Area Forecast System (WAFS) and operational procedures and services provided by the Washington World Area Forecast Center (WAFC) in support of WAFS.
\n\u300b\u8fd9\u4e2a\u6587\u4ef6\u4ecb\u7ecdWorld Area Forecast System (WAFS)\u3001\u64cd\u4f5c\u6d41\u7a0b\u4ee5\u53caWashington World Area Forecast Center(WAFC)\u652f\u6301WAFS\u6240\u63d0\u4f9b\u7684\u670d\u52a1\u3002
\n2.\u00a0 General.\u00a0 The WAFS was established in 1982 by the International Civil Aviation Organization (ICAO) Communications\/Meteorology (COM\/MET) Divisional Meeting held conjointly with the seventh session of the World Meteorological Organization (WMO) Commission for Aeronautical Meteorology (CAeM) in Montreal.
\n\u300b1982\u5e74\uff0c\u5728\u8499\u7279\u5229\u5c14\u4e3e\u884c\u7684\u7b2c\u4e03\u5c4a\u56fd\u9645\u6c14\u8c61\u7ec4\u7ec7(WMO)\u822a\u7a7a\u6c14\u8c61\u59d4\u5458\u4f1a\u8bae\u4e4b\u540e\uff0cICAO\u7684COM\/MET\u53ec\u5f00\u4e86\u90e8\u95e8\u4f1a\u8bae\uff0c\u5efa\u7acb\u4e86WAFS\u3002
\nThe Federal Aviation Administration (FAA) is the meteorological authority, as defined by ICAO, for the United States and has agreed to provide a WAFC within the WAFS framework.
\nThe FAA designated the National Weather Service (NWS) as the meteorological provider with responsibility for the WAFS broadcast.\u00a0 The Washington WAFC became operational in 1996.
\n\u300bFAA\u4f5c\u4e3a\u7531ICAO\u6240\u6307\u5b9a\u7684\u7f8e\u56fd\u6c14\u8c61\u4e3b\u7ba1\u90e8\u95e8\uff0c\u540c\u610f\u5728WAFS\u7cfb\u7edf\u6846\u67b6\u5185\u5efa\u7acb\u4e00\u4e2aWAFC\u3002FAA\u6307\u5b9aNational Weather Service (NWS)\u8d1f\u8d23\u6c14\u8c61\u4fe1\u606f\u7684\u91c7\u96c6\u4ee5\u53caWAFS\u7684\u4f20\u9001\u3002Washington WAFC\u57281996\u5e74\u5f00\u59cb\u8fd0\u4f5c\u3002
\n3.\u00a0 World Area Forecast System and World Area Forecast Centers.\u00a0 The WAFS is defined in ICAO Annex 3, Meteorological Service for International Air Navigation, as \u201c\u2026a worldwide system by which world area forecast centers provide aeronautical meteorological en-route forecasts in uniform standardized formats.\u201d\u00a0 A WAFC is \u201c\u2026a meteorological center esignated to prepare and issue significant weather forecasts and upper-air forecasts in digital form on a global basis.\u201d\u00a0 The two ICAO-sponsored WAFCs are provided by the United States and United Kingdom and are referred to as the Washington WAFC and the London WAFC respectively.
\n\u300bICAO\u9644\u4ef63(Meteorological Service for International Air Navigation)\u4e2dWAFS\u5b9a\u4e49\u4e3a\uff1a\u201c\u4e00\u4e2a\u7531\u533a\u57df\u9884\u62a5\u4e2d\u5fc3\u63d0\u4f9b\u7684\u822a\u8def\u822a\u7a7a\u6c14\u8c61\u9884\u62a5\u7cfb\u7edf\uff0c\u4f7f\u7528\u5168\u7403\u7edf\u4e00\u7684\u9884\u62a5\u683c\u5f0f\u3002\u201dWAFC\u5b9a\u4e49\u4e3a\uff1a\u201c\u8d1f\u8d23\u5411\u5168\u7403\u63d0\u4f9b\u6570\u5b57\u5316\u91cd\u8981\u5929\u6c14\u9884\u62a5\u4ee5\u53ca\u9ad8\u7a7a\u5929\u6c14\u9884\u62a5\u7684\u6c14\u8c61\u4e2d\u5fc3\u3002\u201d\u4e24\u4e2a\u7531ICAO\u53d1\u8d77\u6210\u7acb\u7684\u6c14\u8c61\u4e2d\u5fc3\u5206\u522b\u4e3a\u7f8e\u56fd\u7684Washington WAFC\u548c\u82f1\u56fd\u7684London WAFC\u3002
